Scholars give wrong interpretations of the 13th amendment - Muruththettuwegama |

Kalawana UNP organizer Nanda Muruththettuwegama says that government advisor on Constitutional matters, Justice Gomin Dayasiri was misleading the people by making a wrong interpretation on the powers vested with the provincial councils under the 13th amendment.
Muruththettuwegama made this comment during a live discussion on the 13th amendment on Neth FM radio channel. Dayasiri participated in the discussion on behalf of the government.
Dayasiri said the central government would lose all its hold on police and land powers if they are vested with the provincial councils. He also said it would then pave the way for the creation of a separate state. |

In response, Muruththettuwegama said that under Clause 154 (b) of the Constitution all powers with regard to national security is under the purview of the President and the police power would are under the IGP under the central government. Therefore, he said the provincial councils could only make appointments from a police constable to an assistant superintendent of police under a deputy inspector general of police.
Muruththettuwegama also said that according to the 13th amendment, provincial councils could only use land powers after receiving the relevant approval from parliament. He then called on Dayasiri not to make misleading statements when attending such discussions.
He said it was the responsibility of scholars to give proper interpretations to matters related to the Constitution, as the people have not read the Constitution themselves.
Muruththettuwegama further noted that since the people would at some point have to make a decision with regard to the 13th amendment, they needed to be given a clear picture with regard to the powers entailed with the amendment.
