  East has no powers – Hizbullah

  Eastern Provincial Health, Sports and Technology Minister, A.L.M. Hizbullah says that neither he nor the other provincial councilors from the governing party elected to the Eastern Provincial Council have the power to make decisions and implement them in the Province without the consent of the Eastern Provincial Governor.

Hizbullah says that owing to the undue interference by Eastern Provincial Governor, Rear Admiral Mohan Wijewickrema into the affairs of the provincial council, the powers vested with the council by the 13th amendment to the Constitution could not be implemented in the Eastern Provincial Council.
  According to Hizbullah, the provincial councilors are unable to give employment to laborers as the Governor, claiming to be the authority with vested powers, has taken measures to stop various projects undertaken by the people’s representatives and even issue directives to ministry secretaries on carrying out their duties.

Hizbullah also says that he has already informed the President as well as Senior Presidential Advisor Basil Rajapakse about the situation.

Governor Wijewickrema was a second level commander in the Sri Lanka Navy before being appointed as Governor by the President.

Meanwhile, Eastern Province Chief Minister Sivanesathurai Chandrakanthan (Pillayan) at a meeting with the graduates currently engaged in a fast in the east has said he did not have the power to make appointments to the provincial council.

Responding to the allegations leveled against him, Wijewickrema said that it was up to each minister and councilor to correct their conduct and that he did not interfere in their affairs in any manner.

However, Senior Presidential Advisor Basil Rajapakse heads the development programme launched in the east by the government, Eastern Reawakening (Negenahira Navodaya).
